Public Issues framing is one of the main tools of media to shape public opinion and to influence political decisions. The media influence understanding of audiences through framing. Hence it could be expected that media use Public Issues framing as a competitive tool. Creating competitive frames, the media contribute to advance political goals and to make intended political decisions. Identification of different media frames regarding a public issue such as subsidy plan illustrates how media influence public policy. For this purpose, contents of all news stories regarding the subject of subsidy plan within two competing groups of newspaperwere analyzed to reveal how the counter framings of these media of one public issue. The results of research indicate that these two groups of newspapers that have contrary orientations and tendencies use counter framings to influence political decisions.
